AC FAN problem on My Honda Civic 1998

Hello,

My AC fan turns on immediately when I put my key on the "ON" position, as well while I'm driving in which I never have my ac or heater on. Why is the AC fan all of sudden turning on when the heater/ac is off? Any suggestions will be much appreciated, thanks.

Does swapping the condenser fan relay with the compressor clutch relay in the hood fuse box solve the problem?
