The reason California is so tough with emissions is that the pollution there is horrible. Some of the worst in the country. Too many people in the same spot, so it's completely understandable.. Even here on the east coast we have some areas that require emissions testing. Here in VA in Loudoun County they do, where I live they don't tho..so I'm good
