burning a lot of oil

My civic had been burning a lot of oil lately to where I have to add about 2 or 3 quarts about every 3 weeks. I just want some opinions on what the best thing I could do.

Its been burning. When I take off from first, I can see white smoke shoot out my exhaust and smells. Ive cleaned my muffler out before and drove it like 2 miles and came back and wiped my finger on the inside and it left a good layer of burnt oil through my whole exhaust. My engine light has also come on recently and im guessing its from my o2 sensor from all the oil burning

White smoke is coolant, blue smoke is oil. Sounds like your head gasket is trashed, along with the possibilities of your rings/valve seals.

Unless you have a fairly good knowledge of cars and what you're doing, I wouldn't recommend doing it yourself.

It smoke a lot on startup or constantly smoking?

for example my buddy was behind me and he could smell the oil burning and when i took off the smoke shot out and put a cloud over his car

Head gaskets really aren't that hard if you have decent tools and can read. If you mess it up, you likely won't be in worse shape then you are now and you'll have learned something hahaha (jk, have someone do it)
