buying Honda Civic for the first time

Hey im New to Honda fourm. im geting a car soon. for my first car im thinking of geting a 4 door honda LX. 96-98 my current budget is $3500 im thinking of where should i go to buy one? and will $3500 be enough for a honda civic 98. im near the Alantic city area. so if you guys know some spots i could go/sites links me up.
