Car buckling when letting off gas

Doesn't matter what gear I'm in, when I let off the gas, either the car will aggressively lose the throttle or the whole car will begin to shake.

When I say, shake, I mean like the car rocks back and forth pretty violently, and in order to stop it, I press the gas a couple of times.

I saw recently in a thread that hot spots on the flywheel will cause this. Like after someone changes the clutch and PP and doesnt resurface the flywheel.

It could be the flywheel, but I'm not so sure. I had my flywheel resurfaced and then maybe 200 miles later (on a brand new clutch too) I started having the same issue.
