Civic not starting....

so was driving down the interstate and I went to exit, I go to put my car into neutral and it shuts off.... battery is fully charged, alternator is still good, changed out my distributor and plug wires, and still nothing. It makes a whining noise when i go to turn it over and it sounds like its coming from around the distributor but still not turning over. could it possibly be a fuel pump issue?

It's unclear what the problem is after reading the first post. Is the starter cranking the engine?

the starter isn't even cranking, but it didn't even want to start when i tried to pop the clutch either.

Check the G3 transmission ground.
