civic timing question

I have a 94 civic ex that wont pass smog due to high hc. My car measured 155, max is 92. Everything else passed with flying colors. My question is what is the max I can retard my timing to reduce the hc without the smog shop failing me for too much timing adjustment? I know in california here they check timing. My timing is at 13BTDC.

Why not instead do an ignition system tune up and then adjust the ignition timing to spec?

Any CEL codes?
