fuel pump wont turn on

my fuel pump will not turn on when i turn the key over i have already replaced the relay and checked all the fuses the fuel pump works if i hard wire it so i know its good im stumped i think it might be my ecu i have a
1995 honda civic lx 1.6 vetec m/t

CEL codes?

Turn key off. Unplug ECU connector A. Turn key to ON(II). Ground either pin A7 or A8 in ECU connector A to the metal frame under the dash. Does the fuel pump run?

Just had this problem the other day. No CEL, and it was driven the night before. Opened up the back seat, unscrewed the fuel pump, turned on the key, and fuel came out. Apparently there was just a loose wire or something. Or maybe my car was just mad at me that day.

Check Transmission Ground &Thromostate Housing Ground...If not Relay This will useally Cause it.
