Ghetto Fuel Pump Rig *HELP*

So the more I dive into this 2000 Civic DX Hatch the more problems I'm finding. The car was originally an auto but converted to a manual with the EX 5spd mated to the stock y7. Today I noticed a yellow wire with a fuse able link in the fuse box. So looked it up and the yellow wire was wedged into the fuel pump fuse. So I unhooked it and the car would not start, hooked it back up and the car started back up. Now when I turn the key on without starting the car I can hear the pump turn on, but never turn off.

My question is how do I fix this? What reason would anybody have to run a new wire from the fuel pump to the fuse box? Any help would be great.

One end of the wire goes into the fuse box, but where does the other end go? I am guessing hidden kill switch.

I think its a ghetto fix because mine is rigged like that also nice yellow wire running from fuel pump to a fuse mine comes on and off tho. i was gonna niggarig a kill switch but im not messing with it.
