Having 2 Front Lips?

Hey guys I was on stancenation earlier and came across an 04 2dr civic that had 2 front lips installed. I have never seen two front lips on one car btw since im new to the whole car scene. I was wondering what opinions you all have on it, since im debating on whether or not to do the same.

Installed front Lips:
Type - R
Type - A

I have no idea what a Type-A is, but it looks like a lip with faux splitter blade on it.
