Idle issue, stumped

Ok so I swapped a d16y8 into my coupe a few days ago, and the idle when I start it is at 1.3k then climbs to 2k when the weather is above 60 degrees and below that it only climbs to about 1.7k, I can drive it around ect ect and the idle doesnt go down or anything.
Thus far I have tried:
cleaning the FITV
cleaning the IACV
Slowly screwed in and out the Idle screw
Changed the distributor position
Tried 3 different new throttle body gaskets
Tried 2 different new intake manifold gaskets
Replaced all yes all the vacuum lines
bleed the coolant lines
Can not find any air leaks
And now I am completely lost as to what else to try and i just want to have normal idling car



Not sure if ti makes a difference but heres all whats done to the motor
Converted to OBD1 to run in my 94 coupe
Replaced every gasket, vacuum line, ect
d16y8 head and block
edelbrock perform x intake manifold with thermal intake gasket
ls throttle body
Password jdm intake
DC sport 4-1 header
New oem cat
Yonaka cat back exhaust

Cleaning IACVs is only a fix if the problem is carbon buildup. If the part is bad electronically it could still be the problem.

Well, this is interesting
I know it sounds iffy but also check your throttle cable adjustment and the cable itself. Have you check the tps as well? Sorry if i was of no help.
