Idle Probelm 2 (Check Engine Light ON)

i have a 2000 si and when am at a light or just idleing my Rpm goes up 2 and half thousand and Back down to just under 1, and my check engine light comes on and off, i checked my oil feels kinda watery, it just started to rain in the Bay and i have a short ram intake any chance water got in the engine

I highly doubt any water got into your short ram intake. The next time you have CEL, take it to advance auto parts (or any place that does this for free) and have them read your CEL code to find out whats going on. Then from there you'll be able to figure out what needs to be done.
