... is outer CV Boot suppose to Spin with wheel?

Hi. First time poster.

I drive a 1995 Civic DX Coupe 5MT (non-VTEC)

I noticed that the outer cv boot (front driverside) spins as the wheel spins. Is the actual boot suppose to spin with the wheel?

This is probably something basic I should know, but if anybody could answer this question, I would be grateful.

The whole half-shaft should spin with the wheel.
