Um I dont know where to start. It depends on quality and where you take it to get all of this done.

tint: 20 dollars if you do it yourself, 200 if you have it done, (roughly)
paint: $400 if you do it yourself, 3,000 if you have it done, (roughly)
smoke headlights: like $20 (roughly)
fog lights: $150 if you do it yourself, probably twice that if you have it done (roughly)
muffler: do you not have a muffler now? i dont understand..

Here's my advice.
Stop planning on doing gay s**t. Save up a good amount of money, then drop it, paint, rims, etc

suspension. first.

tint - 150
paint job - 1k +
smoke taillights - 20
fogs installed - 150
muffler - 20+ install (45 to weld it in) ++++ (catback 500ish)
other mods you might want to consider...
alarm - 200+
general maintenence - 100 for cap, rotor, plugs, wires, air filter, oil / filter change
or intake (read the threads, choose eBay, brand name, or just remove your resonator for the sound of an intake) - 25, 120ish, free
rims / tires - 400+ (or used craigslist for cheaper)
deck, speakers, subs - 100 to infinity $$$
suspension - springs / shocks run about 500, full coilovers - 800+
etc, etc, etc
Imo paint should be the very last thing your do. Becasue when your installing all the other s**t you could by accident scratch that s**t. And youd be like . OH f**k
