On a civic? Intake doesn't make a big enough difference.
If you're really set on getting an aftermarket intake... If it rains a lot where you are, I would recommend a short ram. If you're that worried, get a short ram.
This question gets asked a lot.. Anyway the only way for you to hydrolock your engine is if you submerge the filter completely in water. This is rarely ever an issue because that would have to be almost flood water, unless the road has a nasty dip. Or like amej said, if you are really worried about it get a short ram or a bypass valve for a cold air intake. (getting a short ram would be better than the BPV)
