Oil in 1st cylinder and car sounds like crap

Well i have a 1996 honda civic with a d16z6 motor in it. The car since yesterday the car is running different to me dosent feel the same and sounds like crap it feels like it lost power and its haven low rpms as well i checked the spark plugs and i get to the first cylinder and it looks like it has oil in it and i do not know what that means or if that is why it sounds like junk and it dose bog out a bit to at times that is another problem im having i dont know what it is either or why its doing that

Is it one or all plugs getting oily?
