Passenger airbag only went off after driving VERY SLOWLY over irregularly paved stree

Hi There,
In San Francisco, driving on a street being repaved. Lots of irregular heights on the street. Drive over a manhole cover in the middle of the street. My car bottomed out! The airbag on the passenger side went off. My seatbelt locked. Passenger seatbelt didn't lock, and the airbag cracked the windshield. Does anyone have any idea why this might have happened? There's a big scratch on the undercarriage of the car, but absolutely no damage to any of the fenders.
Any help figuring this out would be appreciated.

Obviously the force of the impact was great enough that it tripped the sensor for that airbag and in turn your seat belt pre-tensioner. Going to have to replace the airbag that deployed, probably the seat belt, the windshield, and most like the sensors for the 2 that went. Also going to have to have the system reset and an addendum to the car history stating that the airbag was deployed.
