question on side amber lights

Hey guys

I've seen a lot of you guys have them side amber lights on the fenders are they a factory item on a specific fender or are they ad on??????????

if they are ad on do you have to drill or cut holes to be able to put them on or they stick or what????

Anybody knows how to wire them so they stay ON at all times when my headlights are ON, I dont want them to blink.
