Rim kolors

I heard of a new type of paint where you able to paint your rims diffrent type of colors? of course in steps clean,primer,then paint. i saw a guy that hat some rotas he got them polish all around, then painted the center with this really glossy black that looked really tight and left a polish lip, so any help would be great, like to research before doing anything.
