rpm rev limiter issue: 1997 civic

hey guys i own a honda civic 1997, i am facing an issue which is my car rpm limiter i guess so, my car rpm goes 6.5k some time 7k and but it wont do the rev limit thing.. like when i give a full gas in neutral it goes 6 or 7k but does not do the knocking thing or locking.. any idea what problem i am facing.

It sounds like you think the ECU should be programed not to let you go passed redline RPM, but its not suppose to. Stock engines will typically have a speed limiter and not an RPM limiter being that its up to the drivers tactics to decide how high to rev before shifting. Limiting speed is a bit more of a safety restriction depending on the country, to my understanding. I you're in Pakistan so perhaps Hondas there have different restriction.
