stock front sway bar + 22mm whiteline rear sway bar

So my 97 civic ex has a stock front sway bar that is 22mm if im not mistaken and no rear sway bar and this gives the car understeer. If I add a whiteline 22mm rear sway bar so that the front and rear sway bars are equal will this make the car handle perfectly neutral?

Yup. It'll be as if you have no bars but a more rigid steering feel.
