Suggested Method for Applying Undercoating

While working on my suspension I'd like to cover any areas of exposed paint/metal in my wheel wells. Will new rubberized undercoating from an aerosol can adhere to the old surface as long as I rough up and chip off the loose coating? I have some areas that are mildly rusted, would a rust encapsulator help out to prevent further rusting? I've looked at some Eastwood products as well as Por 15. Eastwood seems to be preferred from the research I've done.

I would prefer grinding or sanding down all the rust possible then use a rust reformer on whatever is left. The undercoating will stick well to any non-greasy surface. So degrease and clean or pressure wash the areas you plan to spray. Scuffing up the surface will only help but shouldnt be needed in the wheel well areas. Just make sure to give everything a long time to dry before exposing it to the elements. If you still smell it then its still drying. It could take 2 days if youre meticulous about it.
