Surging Eletrical system

Ok so heres the problem, when I start my car up and turn on my lights they get brighter and dimmer along with my dash lights such as the check engine light ( i need to replace my knock sensor) my ac lights as well as when my radio is on but the volume is not up I hear a repetitive sound. Any ideas fellows I know its not my batterey or my alternator as Ive replaced the battery and my alternator is good so anyhelp would be much appreciated oh and my cruise control no longer works.

is it an aftermarket alternator? i believe a buddy of mine had the same issue because the alternator wasn't up to par... or was too good... i don't remember... more after the commerical break.....

It's possible that the voltage regulator on the alternator isn't good and/or the ELD isn't working right.
