The dreaded CEL is back

Well, my CEL is on again.. plugged in and code referse to - 'Unable to pull vacuum in tank'. So I took cap off and ran without cap on... notice an increase in hp / torque. So I flabbed the tab inside the cap so air flows both ways... but still losing hp somewhere.. Does anyone know exactly what that code refers to? I think there is pressure inside my gas tank ... too much pressure.. any ideas?

Took a knife and pulled tab out of gas cap and stretched it so air flows both ways in and out of gas cap...

Anyone? Please? I really need some help here... The problem is also making my car chug from a start into 2nd gear... chug.. you know what i mean... chug chug chug... then revs fine..

Ugh I didnt write code down, but its 'Unable to pull vacuum in tank.' I will plug it in again tomorrow and get code.. its dark out now though
