white smoke out exhaust, help please

My 1990 d16a6 civic with 196,000 km blows a ridiculous amount of white smoke at idle and even more while revved up. I topped it up with oil and Motor Honey and let it run. It continued to blow white smoke just as hard; even at operating temperature. I took it for a drive and it didn't overheat, nor did it feel sluggish; but the white smoke was still blowing out the exhaust. There is also black gunk/build-up in the tail pipe. I spoke to a buddy who is a mechanic and he seems to believe it either needs rings or valve seals, what do you guys think? thanks.

i dont think i'll bother with a rebuild, i'll probably get a DOHC ZC. but do you think it could be a headgasket?

if you need to keep adding oil then you need a rebuild, if it doesn't and still smokes then it could be a head gasket but you said it doesn't overheat so im pretty sure that's out the window id stick with what your buddy said.
