91 Civic LX, the ac works but cycles on and off every 5 to 15 seconds. Has automatic transmission, if this helps.... it has a 4 year old r134a system in it....

A.c. gets cold and all cooling fans run but just for the 5 to 15 seconds the a.c. pump runsWhen the A/C cycles on, the air blow cold and does the condenser fan run?
Condenser is clean and the fan by a.c. runs when compressor is engagedThere's only one A/C fan next to the radiator fan. Does it run?
Inspect the front of the condenser. Are fins clogged with bugs and road debris?
Ill try the water test after the cruise control matter is doneWhile engine is idling with the A/C, spray cold water on the front of condenser with a garden hose. Does the A/C stay on much longer by cooling the condenser?
Did you do the R134A conversion?

Water test completed, it still cycles like mentioned prior. I'll take it to a shop for further....Do the test I suggested with the water hose.
If the A/C still short cycles, the A/C system may be overcharged with refrigerant. You'll need a manifold gauge set to test this possibility.
