2000 Civic Hx engine in a 1997 Civic Ex question

My daughter totaled her 2000 Civic Hx - the engine and manual transmission is in great shape so I pulled the engine and transmission out. She found a 1997 Civic Ex that needed an engine and transmission - which we did the swap and the car runs as expected but

The car can not pass emissions - we are not getting any codes and have cleaned out the engine and exhaust with seafoam - have installed a new O2 sensor - new distributor cap and rotor - yet can not pass the emission test

One comment from someone said that the Civics after 97 had a B version computer and that the 2000 engine is putting out to rich a fuel mix because the A version computer is telling the engine to run rich.

Can anyone confirm that I need to get a B version computer

In what specific way does the car fail emissions? Post the sheet.

If you did not use the ECU from the 00 Civic, then what specific ECU did you use?
