5th Gen hatch / foglights question

I just recently bought a 5th gen 93 civic hatch and am starting to build it up. I also just recently bought foglights for it and was wondering if i could just cut out where the foghlights go or do i need to get a jdm eg bumper... not to sure if theres a diff between the two.. only thing I see is one has the fog lights cut already, so if anyone can help me out I'd appreciate it.

im assuming u have the oem foglights, if so theres really no difference in the jdm or usdm front bumper
