My 1994 Honda Civic project car is not starting.

When I turn the key the car does not make any noise. There is no sound of it struggling to turn over so I went with my instinct and thought starter but I bought a new starter and the problem is still happening. I am able to kick start it so its obviously a manual, and when me and my friend attempted to jump it there was no signs of that working. Please help me because I have a body kit in my garage waiting to put it on and get my paint job but this is stopping me.

Maybe clutch safety switch? It runs if you jump start it so ing. grounds are all good. Key switch? All stock components????

The battery is fine we were able to test that with no issue. I will b sure to check on everything that you all may feel is the issue tomorrow so feel free to put down your opinion of the problem.
