Well I needed some help but I don't know how to explain it. I wanted to cut out a picture and crop it into a new project. Idk if that sounds right...

Sounds like you are trying to select a certian part of an image an use in another picture. Pretty statndard PS stuff. Use your Lasso tools or if you feel better using the Pen tool, then use that to trace out the areas you would like to use. If you use the Pen tool, you willh ave to right click and choose "make selection" in order for PS to select the area you trace out. You will know its selected by the "walking ants" effect. From there you can click and drag it into an new picture or copy and paste it.

Well I did this yesterday and surprisingly it came out ok-ish...
This is a pic of my girl she's going to be so mad if she find out I posted it here haha
All I did in this one was gray out everything but the eyes...
