Rust/metal question

Paint/metal is coming apart by quarter window.. Is this supposed to be one panel or is that the quarter frame under it? What should I do about that rust bubbling? Grind it down as I can't find a replacement beside a whole quarter?

Looks like a botched repair job to me. That is the paint falling off because 1) the rust wasn't eliminated and 2) poor prep work.

You need to get rid of the rust by either getting down to fresh metal, or by cutting it out completely. Only then will you get the paint to stick and not fall back off after a period of time. That's also the reason for the bubbling. Poor prep and insufficient rust removal.

That's what i was thinking but It's not flaky like paint, it's thicker like a few millimeters...
