03 civic ex AC problems

I just purchased a 2003 civic ex. AC quit working about a month after, I have some experience with ACs but this one is eating my lunch. I found that the compressor went out. So I replaced the compressor, drier, expansion valve and evacuated the system. I charged the system but I cannot get my pressures to get where they need to be. by the time I get 35-40 lbs. on the low side, the high side is 400-450, then the compressor goes to cycling because of high pressure, thanks god for that. Any sugestions appreciated.,
I was having problems with surging rpm , I cleaned the IACV and the throttle body and took care of that.

A/C systems are charged by refrigerant weight not by refrigerant high and low side pressures.

Add the exact weight of refrigerant specified by Honda to the system and then performance test the system by reading the high and low side pressures under the conditions specified in the service manual.
