1991 Civic D14a Dual Carburator

My problem with my civic is as follows
If I stop and try to restart the engine in 15-20 minutes after the engine reaches its normal engine temperature, the car doesnot want to start. However when the engine cools down this takes about an hour it starts smoothly.
Also when I try to start the car in the morning when the engine is cold the car hesitates to move. In winter I have to wait about 5-10 minutes before I can move the car.
I believe the above two problems are related to each other. If anyone has any idear please let me know

The first problem sounds like a fuel pump/ pressure problem.

The second might be tuning on the carbs. Manual choke, or automatic?

i dont know much about carborators but i know that if the settings are off on the carb it will run bad but still run. there should be adjuster screws on the side may want to mess with them. when was the last time it had a tune up
