2000 civic motor problem

hey guys i just got a new stock d16y7 put in after a little mishpa with my old motor and my new motor doesnt redline and feels like its hitting a wierd fuel cut like it surges or runs out of fuel
it has new plugs wires fuel filter rotor cap and timing belt
need help asap

Well lets look at the situation. You got a new engine! SWEET. but it's a d16y7. Not Sweet. lol. If mine cut out I'd ugrade.
