A fuse was on my car's floor and the car wont start

I went to use my car last night and saw a fuse and cap lying on the drivers side floor under the steering wheel. When I tried to turn the car on, nothing happened. No click, no power to any of the systems in the car. I cant find any pics online about where this part might go, but it is obviously affecting the cars ability to turn on. Can anyone help?

Going to need a little more info than that. Post a pic of your fuse block and/or give the amp size of the fuse you found on the floor. And what do you mean you found a "cap"? Take a pic of that too. Do you mean fuse cover perhaps??? Maybe you startled someone trying to steal your car and they ran off before they could get it started.
