hey i was wondering how would i achive this with photoshop ?
like see how her face is kinda like smooth?

that wasn't done in photoshop, her face is just too close to be in perfect focus (note that her sweater is sharp).

Give me a minute and I'll find the filter in PS you'll need to achieve the same effect.

Filter> blur>lens blur

Fiddle with the settings a bit and you should be set.

that or use the "heal" tool. and youll have to work with it for awhile. the filter is the easiest way. but if its not perfect like you want then try the heal tool then the filter.
