Engine will not start even with push start (std.). Battery's good, panel lights come on, no click, strange static like sound, speedo needle jumps.

Startetr/solenoid are new. Code is not generated as engine's not running . Two ground wires were detached, re-attaching didn't help. I'm thinking a fuse, but what one? 2000 civic hatch, d6y7, hatch, sohc, no vtec. Ideas Please
