Gauge instrument lights

I'm just trying to get other opinions before I do something drastic. My dash lights work except for the ones for my instruments. Brakes, brights, low fuel, srs, turns, lights are all good. I was told it was my dimmer switch and I replaced that...nothing. So I guess it's down to the fuse or bulb? I just want some confirmation from people who hopefully know more than me. I recently bought this car. It's a 96 Civic hx 2dr coupe. I know the stock gauge lights are 18 years old now...gotta be the bulb right? Feel free to put me in my place with your knowledge.

Take it out and inspect, youll need a philips screwdriver, its very easy.
Try screwing off an indicator bulb and put it in place of the instrument illumination spots.
Perhaps the last owner took out LED's from them or something.

Double check this fuse under your dash:

Check fuse 30.

I pulled it out and it had 4 bulbs missing plus a screw missing that actually holds the cluster bracket haha man, it's gonna be some work after the idiots before me, found gum holding in the wiring clamp for my automatic mirrors too. Fuse was obsolete too...man oh man ima have to strip her down some. Anybody know what a box labeled tornado 2 wired in is for?
