Is timing supposed to drop after service connectore

95 integra gsr, stock ecu

Hey guys failed my bar because my timing was off by a tooth, got it back on track, jumped the service connector, set it to 16btdc and tightened everything up. Afterwards I removed the wires jumping the service connector, started her back up and checked the timing again once the idle got normal and it looks like the ecu set me around 12 or 13btdc. I HAVE to be within spec 16 +/-2 for when i go back to get bar'd so am I missing something. Does anyone know if they jump the service connector to check the timing because if they do I'll be fine. Prettty sure it's idling at the same rpm jumped and unjumped so just wondering whats up.
