Not a civic, but I bet it would be better in the 4th gen area since the years are close. Maybe? When was the last time you did regular matinance? Plugs, wires, injector cleaner?
mine does this as well i it seems to happen when my battery loses a connection (i have crappy terminals) so i think it resets the ecu and messes with it. Maybe make sure you have a good battery and terminals?
