Off Topic is for pretty much anything, and no, it certainely does not belong in the exterior section seeing as how it is not truely an instructional. It could fit nicely in the video section but you know what, How about you go ahead and go into every thread which contains a video in Off Topic and tell that user to put his s**t in the video section.
