It sound like your car mostly just needs some exhaust work (unless you've left more details out). My Prelude sounded like ass when I got it. Ripped off the carbon fiber muffler and 3 inch piping and put stock stuff back on (b-pipe and muffler were about $300 together new from Honda with a lifetime warranty). Car sounds great and performs better. No more falling on it's face from a start and it responds quicker now.
