under dash fuse box

Any idea what fuse 15 under the dash is for on a 96 civic?

On those civic's there is also a back up fuse under the hood it is a 7.5amp. The 7.5amp is what give the deck constant power. The fuse under the dash is for accessory power. So if you deck looses memory then it will be the fuse under the hood the 7.5amp.
