new shocks will help, but it wont feel that much different. if you just want a mild drop, the tein h.tech paired with some tokico blues is a budget friendly set up with a grandma friendly drop. springs should run about 150 and the shocks 250.

I run 205/50/15 on my 15" volks, but with an OEM wheel like blades/mesh/etc and being slammed, a 195/50 is best. and FWIW stock recommended tire size for OEM 15's is 195/55/15, so the only difference is the sidewall will be a little bit smaller.

I would take the B16 over the D, especially for that price. you can pick up a B16 tranny for 350 and you're all set (assuming you have mounts/linkage/etc and the longblock is complete)
