My sister's car's radiator fan keeps going, even when the car is off. This ended up draining the battery. We currently disconnected the fan so it wouldn't drain the battery anymore. Any thoughts on this? Thanks!

I know absolutely nothing about painting, so bear with me =) What exactly is wet sanding? Is it just as simple as wetting sandpaper and using that? And how fine of a sandpaper should I use? Aren't there numbers or something? Thanks!
